1. RELEASE VERDICT

PASS for source-level syntax, Linux static/integration regression, synthetic long-meeting soak, distributed package fixtures and encoding contracts.

NATIVE WINDOWS ACCEPTANCE IS STILL REQUIRED before declaring production PASS. This environment did not execute physical DirectShow capture, Windows PowerShell 5.1 native orchestration, real PC Server/FFmpeg kill-restart recovery, or an 8–12 hour physical audio soak.

2. IMPLEMENTED FIXES

- PC Server startup recovers stale recorder runtime and orphan WAV segments, then reopens FFmpeg when the authoritative meeting remains running.
- Runtime watchdog detects missing/stalled FFmpeg and retries with 1s, 3s, 10s, 30s and repeating 60s backoff.
- Recorder reconciles against PC Server authoritative Start/Pause/Resume/Complete state instead of depending on an old queued transition completing.
- Graceful PC Server shutdown flushes and closes FFmpeg, persists the segment state and prevents an orphan process from retaining the DirectShow device.
- Orphan scan runs once at startup and again at finalize; watchdog does not reload every WAV on each polling cycle.
- WAV metadata reads only the first 64 KiB. SHA-256 is computed in 1 MiB blocks instead of loading a multi-hour WAV entirely into RAM.
- Manifest upgraded additively to schema 8 with runs, recording intervals, gaps, recovery state and integrity result.
- Existing segment names and transcript/meeting/CR IDs remain unchanged. New recorder segment_id/run_id/run_sequence/global_sequence fields are additive.
- Finalizer reconciles physical files, verifies merged duration and computes coverage. Partial or severely incomplete audio is preserved but cannot be reported as verified.
- Partial recordings require explicit user acknowledgement before CR and are labelled covered_audio_only.
- CR worker/adapters/timeline/evidence carry source_segment_id with source_segment_name fallback. CR v0.2.14.1 recognition/alignment/review algorithms were not changed.

- Orphan-segment recovery and evidence playback before/after restart.
- 8–12 hour physical soak with RAM, disk, segment order, merged duration and coverage verification.

5. RELEASE CONTENT

- Full source v1.3.0.6.1 for rebuilding all affected Windows packages.
- Overlay hotfix v1.3.0.6.1 for source comparison/application to an untouched v1.3.0.6 baseline.

Recommended deployment path: rebuild PC Server and CR Service together from the full source. Do not copy only an old/new PC executable into an Ultimate package while retaining an older CR Service contract.
